AMERICAN HONDA FOUNDATION AWARDS $60,000 GRANT TO THE INDIANAPOLIS PARKS FOUNDATION

The Indianapolis Parks Foundation in partnership with the City of Indianapolis Department of Parks and Recreation proudly announces that the American Honda Foundation in California has awarded a $60,000 grant to support “Out of School, Into the Parks,” a program that will integrate a new environmental education curriculum into Indy Parks’ after-school program at eight elementary school sites in Indianapolis.

“We are pleased to contribute to the meaningful endeavor that the Indianapolis Parks Foundation is making in the field of education,” said American Honda Foundation President Gary Kessler.

Expected outcomes of the multi-disciplinary, grade-appropriate environmental education curriculum are to increase students’ knowledge of and appreciation for the natural environment; improve students’ problem-solving, math and language arts skills through hands-on, inquiry-based environmental studies; and better students’ overall academic performance and school-related behavior such as attendance, classroom participation and ability to complete homework. Students will learn how to become stewards of Indianapolis’ environment and value the resources within the city’s parks system. The curriculum aspires to foster life-long learning and curiosity about the sciences through hands-on and inquiry-based activities and incorporate the students’ families into the experiences.

“The Indianapolis Parks Foundation greatly appreciates the awarding of this grant as we increasingly seek dollars from outside sources to fund our programming,” said Indianapolis Parks Foundation Executive Director Cindy Porteous. “We are proud and pleased to receive this funding, which positions the Parks Foundation as a national leader for foundation grants and will serve as a catalyst for additional dollars.”

Youth in Grades 1-6 at eight elementary schools in the Indianapolis Public Schools system participate in Indy Parks’ after-school program, whose primary goal is to extend the educational day through cooperative experimental learning models in science, math, literacy, arts, recreation, fitness and citizenship. About 50 youth participate at each school in the program, which aims to empower students to meet Indiana achievement standards in core academic subjects. The eight sites are IPS 27, IPS 51, IPS 49, IPS 63, IPS 69, IPS 31, IPS 46 and IPS 82.

“This grant will provide unique opportunities for children to experience a natural environment beyond their backyard or neighborhood,” said Indy Parks Director Stuart Lowry. “Through this program students will build a foundation of knowledge and passion about Indiana’s natural environment and its ecosystems and thus aspire to be our next generation’s environmental steward.”

For more information, please contact Indianapolis Parks Foundation Executive Director Cindy Porteous at (317) 860-3251 or Indy Parks School and Family Program Administrator Leslie Power at (317) 327-7015.

CITY WINS JUDGEMENT IN ENVIRONMENTAL COST-RECOVERY LAWSUIT

The City of Indianapolis succeeded in its first step to
secure repayment of millions of taxpayer dollars used to clean up a
contaminated eastside Brownfield site. An August 20th judgment secured
against the Ertel Manufacturing Corporation found the company caused or
contributed to environmental contamination at their former site on Dr.
Andrew J. Brown Avenue. The case will now proceed with a determination
of damages, estimated by the City to be more than $5 million.

"This case should send a clear message: if you pollute our
neighborhoods, you will pay," said Mayor Greg Ballard. "I pledged
leaner, greener government that protects taxpayer dollars and keeps
Indianapolis safe and clean. As a central part of our commitment to
making Indianapolis a great place to live and work, we are fighting
those who pollute our community. This case will move forward to recover
millions for the City's clean up efforts, but I am especially pleased
that it protects our citizens and our environment."

Before the City cleaned up the Ertel site, it contained significant
amounts of contamination and an abandoned factory. To date, the City
has spent more than $5 million to remove tons of contaminated soil and
to protect the Martindale-Brightwood neighborhood from contamination. In
the court's ruling, it found that Ertel is liable to the City for these
costs.

Today, the reclaimed property is an expansion site for Major Tool &
Machine. The clean-up efforts allowed Major Tool & Machine to keep more
than 250 jobs in Indianapolis and extend its operation.

"The Department of Metropolitan Development and the Office of
Corporation Counsel are aggressively identifying sites for clean up and
prosecuting cases against polluters," said Chris Cotterill, Corporation
Counsel. "Our judgment against Ertel is a positive step forward, but it
is just the beginning."

INDIANAPOLIS NATIVE AMERICAN HERITAGE DAY FESTIVAL

Mayor Greg Ballard and the City of Indianapolis, in partnership with the Indiana Native American Business Association, Pokagon Band of Potawatomi, and St. Francis Hospital invite you to celebrate the first ever Native American Heritage Day Festival in Indianapolis.

The event is free and open to the public and will begin with a business seminar at 10:00 a.m. At noon Mayor Ballard, along with Native American elders and leaders, will officially open the festivities, which will begin with a Grand Entry Powwow.

“This event will be a celebration of our state’s modern and thriving Native American cultures,” said Mayor Ballard. “All residents of Indianapolis are beneficiaries of the rich cultural heritage of the Native Americans that live in this city and state so it is important that we take time and recognize the many contributions they have made to our city.”

The event will feature Native American art, music, traditional games, education, Indian fry bread, and health education. The Pokagon Band of Potawatomi will serve as host drum for the powwow, and Native American Hoosiers will be operating educational booths with information about their tribe’s cultures and traditions.

“There is a great deal of cultural diversity in Indianapolis and the Native American community is especially diverse,” said Carolin Requiz Smith, Director of International and Cultural Affairs. “An event like this is great because not only are people learning about how unique each Native American tribe and nation is from the other, they are having fun too.”

Neighborhood Stabilization Program funds start to work for the city First steps to transform near north side neighborhood begin today

Neighborhood Stabilization Program funds start to work for the city
First steps to transform near north side neighborhood begin today

INDIANAPOLIS - The first project funded by the Neighborhood
Stabilization Program (NSP) began today in the Mapleton-Fall Creek area
of the city's near north side. Part of the $29 million in NSP funds
granted to Indianapolis from the U.S. Department of Housing and Urban
Development (HUD) are being used to demolish a house in the 2900 block
of North Park Avenue, making way for eventual new construction.

"These funds are a welcomed assistance for our neighborhoods needing a
boost to become vibrant again," said Mayor Greg Ballard. "I am pleased
to see NSP funds being spent in a variety of ways to reduce and remove
blight and help improve the quality of life for citizens throughout
Marion County."

The Mapleton-Fall Creek Community Development Corporation (CDC), along
with five other partners selected for projects in the NSP areas, were
each awarded $1 million to begin work by the Metropolitan Development
Commission. Federal guidelines dictate the funds can be used for
acquisition of properties for the Indy Land Bank, acquisition for
rehabilitation of properties, acquisition for new construction,
demolition, rental development, financing mechanisms and administration
of the funds.

The NSP funds were approved by Congress in late 2008 in an effort to
help neighborhoods recover from the effects of widespread foreclosures.
The Mapleton Fall Creek CDC is in the process of completing its plan for
a 21 block area to be revitalized, including selective demolition, rehab
of existing vacant and blighted homes, new home construction and
eventual retail development. The plans also include the development
three small neighborhood parks.

A public meeting is set for August 26th at Broadway United Methodist
Church at 29th and Broadway at 6:30 p.m. to further the discussion on
these projects. In addition to homeownership opportunities, quality
rental homes will continue to be an option in the neighborhood
especially given the number of duplexes in the area.

"Removing blight paves the way for building a stronger neighborhood,"
said
Mark Montgomery, Chairman of the Community Building Committee for the
Mapleton Fall Creek CDC. "Projects like this restore hope to residents
of the area who are tired of looking at abandoned houses."

Other partners in the NSP plan are the Concord Community Development
Corporation, Southeast Neighborhood Development, Greater Eastside
Housing Project Team, Englewood Community Development Corporation and
the Michigan B&O Reinvestment Team.

The City of Indianapolis has applied for $35 million in NSP 2 stimulus
funds and is expected to know whether those funds will be awarded for
similar projects by December 2009.

Colts Invitational Blood Drive Challenge

I would like to take this opportunity to invite you to be a part of an exciting event at James A. Garfield/Phoenix Academy. Our school recently received very exciting news and we want you to be a part of it. We were selected to be one of six elementary schools in the state of Indiana for the Colts Invitational Blood Drive Challenge which is a collaboration between Indiana Blood Center and Indianapolis Colts.

The Colts Invitational Blood Drive is an expansion of the partnership between the Blood Center and Indianapolis Colts. The goal is to engage the community through involving local schools and families. The campaign empowers people to give back to others by providing blood which helps people through accident, injury, or illness. The Blood Center must collect 550 pints of a blood a day to keep hospitals stocked and a typical donor yields approximately 3 pints. It is a great way for Hoosiers to help other Hoosiers.

James A. Garfield/Phoenix Academy is excited to be a part of this inaugural event and will be holding it in conjunction with our Back to School night on August 20 , 2009. We are inviting as many parents, family members, and community members as possible to come and give blood on this night. Our hope is to make this an event where families can not only give blood but can also receive information and have fun. The school will be open to the community on this night from 5pm to 7pm and we would like to have community organizations come in and set up information tables or booths in order to interact with the neighborhood families, school staff, blood drive staff, and other organizations. We would like to ask your community organization to come be a part of this evening by setting up an informational booth from 5pm to 7pm on August 20th. The blood drive will begin at 2pm and any community members are welcome to come donate blood from 2pm to 5pm. The drive will continue until 7pm and we will invite our students and families to join us from 5pm to 7pm for the Back to School Night which will include games, informational booths, blood donation, raffles, and food.

All community members will be welcome to donate blood and participate in the fun. Posters are available for organizations to post if they wish and will be provided to anyone interested. We appreciate your consideration in this matter and feel it would be a great asset to our families if your organization were to attend. Please contact me to RSVP or for any additional information regarding this event or James A. Garfield/Phoenix Academy. We look forward to hearing from you.

MAYOR'S OFFICE NOW ACCEPTING APPLICATIONS FOR THE MAYOR'S YOUTH COUNCIL

The Mayor's Office is now accepting applications for the 2009-2010
Mayor's Youth Council.

The Mayor's Youth Council (MYC) is comprised of students from across

government. MYC members are selected based on proven leadership skills,
school activities and community involvement. MYC members can be
nominated by a school principal, guidance counselor, school
superintendent, teacher, faith leader, or community leader.

"The Mayor's Youth Council gives youth a chance to learn about and
participate in local government, and become a voice for their peers,"
said Mayor Greg Ballard. "We make a point to engage the youth in
discussion about issues that are important to them. We truly value their
opinions and ideas."

The MYC also gives students an opportunity to express their civic pride
through a variety of community service projects and interaction with
city leaders.

"The young men and women on the MYC remind me constantly that it is
everyone's responsibility to improve the lives of others," said
Executive Director of Neighborhood Programs, Mitzi Hurst. "I am inspired
by their optimism."

Last year's community service projects included the Great Indy Clean Up
and the Back Pack Attack.

CITY IMPLEMENTS SPECIAL EFFORT TO ASSIST RESIDENTS IN DISPOSAL OF TREE LIMB DEBRIS IN HARDEST HIT AREA OF STORM

As a result of severe thunderstorms yesterday, August 4th, the Department of Public Works (DPW) has been earnestly working throughout the day to address clean up efforts as a result of the storms impact.

To assist residents in disposal of large tree debris, beginning Monday, August 10, DPW’s Solid Waste Division will begin monitoring the area experiencing the most damage in down trees bordered by 10th St. (north), Brookvile Rd. (south), Kitley St.(east) and Sherman Ave. (west) and will pick up large tree and limb debris.

“In addition to clearing public areas, we want to ensure that we provide as much assistance as we can to residents who need help with disposal of large wooded debris,” said DPW Director David Sherman. “We can’t encroach upon private property, but if residents can get the debris to the curb over the weekend, we’ll have vehicles out to pick it up during the week.”

City workers are not able to access private property to remove any wooded debris, so residents must ensure that large tree and/or limb debris is placed at the curb.

Smaller wooded debris should be cut and bundled into 3 foot lengths weighing not more than 40lbs and placed so that the bundles can be collected with regular trash pick-up.

Residents outside the boundaries of the heaviest hit area should contact the MAC at 327-4622. Inspectors will investigate reported concerns and will address those that warrant assistance.

During the night and early morning, about 200-300 trees were reported down with about 60 locations blocking right of way areas and about 100 taking down power lines. DPW’s Water Services Division assisted the Department of Parks and Recreation (DPR) with two crews of four people each for tree removal throughout the evening hours. One crew from Water Services continued work with DPR to assist in finalizing tree removal from public areas today. DPW’s Street Maintenance and Solid Waste Divisions also cleared about 25 tree locations. The Street Maintenance Division remained on standby in case of additional requests for help.

Also as a result of the storm, six intersections are currently reported still without power resulting in inoperable traffic signals. Commuters should treat these areas as a 4-way stop.

Indianapolis Power and Light reports about 13,000 homes still without power. Power is expected to be up in all areas by mid-day Thursday, August 6, 2009.

MAYOR’S ACTION CENTER LAUNCHES NEW WEB SITE

Citizens can now access a wide variety of valuable information and resources through the new Mayor’s Action Center (MAC) Web site located at http://www.indy.gov/mac.

As an extension to the Mayor’s Action Center call line and online service request form, the MAC Web site provides information for citizens they can access 24 hours a day, seven days a week.

“Citizens in Indianapolis and Marion County now have more information at their fingertips than ever before,” said Mayor Greg Ballard. “The Mayor’s Action Center has done a tremendous job of improving customer service and the new Web site can only add to their success as we continue to find new and effective ways to distribute important and helpful information to our constituents.”

The Web site includes a frequently asked questions page with details about reporting potholes, trash pick-up and illegal dumping, reporting high weeds and grass, zoning violations, and more.

The Web site also provides links to information about street light and power outages, court locations, toxic material drop off locations, recycling, social services, dead animal pick-up, orders of protection and neighborhood liaisons.

“We have made great strides in our efforts to improve customer service and streamline processes within the MAC,” said Mayor’s Action Center Administrator, Chris Pichereau. “The new Web site is a great resource and we are confident it will further our efforts to have useful information readily accessible for the citizens of Indianapolis and Marion County.”

Established in the early 1990’s, the Mayor’s Action Center provides the citizens of Indianapolis and Marion County with one central organization to contact for requesting service, obtaining information or registering complaints. This year the MAC is handling more calls than this time last year, and the percent of calls lost or abandoned has gone down to two percent from 22 percent in 2008.

“We are committed to actively pursuing ways to improve quality and service to individuals and neighborhoods,” said Director of Constituent Services Sarah Taylor. “The new Web site is a great tool and will help us to increase satisfaction from citizens and more effectively meet their needs.”

Also new to the MAC is the Outbound Call Program. For the first time since its inception, the MAC is calling citizens back for closure once a service has been rendered. The MAC piloted this program in the last quarter of 2008. Since officially launching the program in January 2009, the MAC has made over 15,000 calls to citizens with closed service requests while continuing to maintain high performance measures in relation to answering calls for service requests and problem reporting.

A Note from Cliff Myers

I will be out of town for a few days and am sending our weekly report early this week. Please see the attached document for pertinent information from the area.

Yesterday was quite an adventure. Our officers worked hard to assist stranded motorists, respond to alarm runs, and remove trees from roadways. I hope all of you escaped storm/water damage and that your power has been restored.

National Night Out on Crime was last evening. A few neighborhoods postponed their events, but the majority of you held your parties and it was wonderful to see so many of you. I tried to make as many as possible, but the large number of gatherings prevented me from doing so, but we did have officers at each event.

We can all be very proud of the community we live in! Without your vigilance and support, our efforts to reduce crime would not be nearly as successful. Thanks as always for your community involvement.

While I am away, if you should need anything, please call 327-6300 and ask for Captain Breck Terheide during the day time or Captain Greg Stanton in the evening.

Have a good week.

Nominations sought for Charles L. Whistler Award

Nominations are currently being accepted for the Charles L. Whistler Award – the most prestigious honor given by the Indianapolis Mayor's Office.

This year, the award will again will recognize one or two individuals who have brought together the Indianapolis public and private sectors for civic improvement. The deadline for nominations is Wednesday, September 2, 2009.

A lawyer and community leader in the grand tradition, Whistler gave his time and extraordinary abilities to the Indianapolis community without asking for power or position in return. At the time of his death in 1981, he was a senior partner at Baker & Daniels and chairman of both the Greater Indianapolis Progress Committee’s Urban Growth and Revitalization Task Force and the White River State Park Citizen’s Advisory Committee.

This is the 25th year for the award in Whistler’s honor. Mayor Greg Ballard and the board of the Greater Indianapolis Progress Committee invite community members to nominate a current leader who exemplifies this vital Indianapolis tradition.

Award nominations are open to anyone in the community, except currently appointed government employees and elected officials. Candidates should reflect the passion and the skill that Charles Whistler displayed for making the public-private partnership work for the overall betterment of the community.

The recipient(s) of the award – presented by the Mayor through the Greater Indianapolis Progress Committee – will be recognized at a reception later this fall. Award recipients' names will also be added to a limestone and granite monument located in the Charles L. Whistler Memorial Plaza at the City Market.

Nomination forms are available online at www.thegipc.org and www.indy.gov/mayor. Completed forms must be returned by Wednesday, September 2, to the Greater Indianapolis Progress Committee by mail at 1901 City-County Building, 200 East Washington Street, Indianapolis, IN 46204; by facsimile at (317) 327-8615; or by e-mail to nclayton@indy.gov.

For more information, call Matt Hendrix at the Greater Indianapolis Progress Committee at (317) 327-3820 or (317) 607-3934.
