Theme: "Has the Dream Been Fulfilled?" - In relationship to the election of President Barack Obama, speeches will discuss whether they believe the dream of Dr. King has been fulfilled and any relationship that they believe exists between Dr. King's "I Have a Dream" speech and the election of Barack Obama as President of the United States. High School winners receive expenses paid trip to regional contest in Detroit and the Regional winners get an expenses paid trip to the national contest in Baltimore. The top 3 national contest winners get $1000, $800 and $400, respectively and plaques.
